Adult Social Care Cabinet Advisory Team

Assessment Sub - Committee of the Standards Committee 1

The Council's Standards Committee appoints an Assessments Sub-Committee to discharge any function specified in Section 57 A of the Local Government Act, 2000, or any amending or superseding legislation (matters relating to the initial assessment of a complaint received), taking into account any relevant guidance issued by the Standards Board for England. Asset Management and Land Disposal Cabinet Committee

The Counicl has established an Asset Management and Land Disposal Committee of Cabinet to provide strategic policy direction for all matters relating to the acquisition, management and disposal of land and property and to maximise the value of capital assets to achieve priority outcomes.

Audit Committee

The Council has established an Audit Committee in order to follow good practice in governance and to improve corporate focus on the issues arising from risk management, internal control and reporting.

Cabinet

The Cabinet comprises the Leader and eight Cabinet Members each with a defined portfolio (or areas of responsibility). Collectively, the Cabinet will make recommendations to the Council on the Council’s overall policy direction.

Chief Officer Terms and Conditions Committee

The Council appoints a Chief Officer Terms and Conditions Committee to deal with the process of selection and appointment of the Chief Executive and Chief Officers of the authority. Council

The Council is responsible for approving the overall policy framework including the budget and retains responsibility for regulatory functions (most of which it will delegate to committees operating within the ‘Constitutional’ arm of the decision-making structure. The Council will also have a key role in holding the executive to account.

Emergency Committee

In the event of a serious incident and/or major emergencies where the District Emergency Co-ordinator considers that the Emergency Committee is required to be convened, the Committee shall consider and approve requests for funding above and beyond normal allocated budget expenditure; provide guidance on issues of national significance; assist in briefing Council Members as appropriate and authorise any other actions that may be deemed appropriate under the prevailing circumstances which would otherwise require a decision of the Cabinet, an individual Cabinet Member or the full Council.

General Purposes and Arbitration Committee

The Council appoints a General Purposes Committee to deal with a diverse range of issues, in particular to make recommendations to Council on the appointment of representatives on outside bodies, civic and ceremonial matters, all matters relating to the boundaries of the Borough and the Wards, the registration of electors and the conduct of European, Parliamentary and local government elections and the power to make, amend, revoke and re-enact by-laws. Joint Consultative Panel

The Council appoints a Joint Consultative Panel comprising elected members and Trade Union representatives in order to provide a means of consultation and a forum for discussion between the Council and its Local Government services employees on matters relating to the conditions of service of such employees of the Council, on other matters of common interest and concern and to assist in the consultation process.

Licensing (Miscellaneous) Committee

The Council appoints a Licensing (Miscellaneous) Committee to determine all licensing matters arising from the Council's powers and duties under various Acts and Regulations. Licensing Committee

The Council has established a licensing Committee to deal with all matters relating to the discharge of the functions of the Licensing Authority under the Licensing Act 2003 and any regulations made under that Act, together with any related functions, with the exception of any function conferred on the Licensing Authority by Section 5 of the Licensing Act 2003 (Statement of Licensing Policy) and any function discharged under Section 5(a) of that Act by a committee other than the Licensing Committee. The Committee also deals with all matters relating to the discharge of the functions of the Licensing Authority under the Gambling Act 2005 and any regulations made under the 2005 Act, together with any related functions, with the exception of any function conferred on the Licensing Authority by Section 166 of the 2005 Act (Casino Resolution) and Section 349 of the 2005 Act (Statement of Principles). Rowley Regis Town Scrutiny Panel

A Town Scrutiny Panel has been established for each of the Sandwell six towns to provide challenge to all public services as they affect that particular town.

Sandwell Health and Wellbeing Board

In line with proposals in the Health and Social Care Act 2012, to:- i) Secure better health and wellbeing outcomes, promoting independence, choice and control for the whole population; ii) ensure a joined-up approach on commissioning priorities across NHS, public health, social care for adults and children and related services; iii) encourage greater integration across health, social care and related services to improve health and wellbeing outcomes; iv) stimulate delivery of health and wellbeing priorities, focusing on ‘People’ and ‘Place’ and promoting a sense of Civic pride; v) monitor progress on delivery of agreed joint strategic priorities, holding individual partners to account.

Sandwell Local Access Forum

The Countryside and Rights of Way Act 2000 has placed a duty on Sandwell Council to establish an advisory body known as the Sandwell Local Access Forum. The Sandwell Local Access Forum is constituted in accordance with the Local Access Forums (England) Regulations 2002. Its purpose is to provide independent advice to highway authorities on access to open areas for informal recreational purposes and in the preparation of rights of way improvement plans. The Forum will cover the whole of the Sandwell Metropolitan Borough.

Schools Forum

The Schools Forum is constituted in accordance with the Schools Forum (England) Regulations 2012 and Section 47A and 138(7) of the Schools Standards and Framework Act 1998 (1). The purpose of the Forum is to provide a means of ensuring good dialogue and an active interchange of advice and consultation between schools and the Local Education Authority (LEA) on matters relating to the Schools Budget.

A Six Towns Scrutiny Committee has been established to review issues from a cross-towns perspective that are common to two or more of the Town Scrutiny Panels. To provide continuity of debate, the committee comprises the Chair of each of the Town Scrutiny Panels.

Social Care and Lifestyles Scrutiny Board

A Social Care and Lifestyles Scrutiny Board has been established to review and advise on the Council’s policies and practices in respect of services for Children, Adults, Safeguarding, Education, Culture and Leisure.

Standards Committee

The Council at its Annual Meeting each year establishes a Standards Committee. Article 9 of the Council's Constitution sets out the composition of the committee and its role which includes being the guardians of standards of conduct including compliance with a Members’ Code of Conduct and a protocol on member/officer relations.
